Tear Chief Undertop stats mis-match

I received a good condition Tear Chief Undertop today. The stats are worse than the damage-quality Tear Chief Undertops I already had. I suspected this was either not intentional or was an inside joke. Stats as follows:

Damaged:
Weight: 0.5
Blunt: 2.4
Cut: 0.1

Undamaged:
Weight: 0.6
Blunt: 0.3
Cut: 0
