Xbox One Rakkio Not Working - Or the Leaderboards for Schools

So, Im on Xbox One, first day playing. Im lvl 31. I have been grinding for hours. I come across some drunken dudes, I love their style. I want that style. I learn I can get that style. I get the requirements to earn the style. I go to Rakkio. Countless efforts to get his UI to popup with the option to join the school arent working. Error reads: "loading failed," options are "(A BUTTON) Retry, (B BUTTON) Cancel." Im irritated and I want to know WHY I cant find ANYTHING online about this. I love this game. Please freakin fix this. I want that style the vendor offers. What the heck is wrong with the game?
