There is an NPC on the hunting path, wearing a white with black dots mask. This dude is tough, im building my stagger deck with this guy. defeating him is worth 3500 XP, more than a marked one

Yep. That's Jin. He spawns in 2 specific location (I don't know the names). He has drunken moves but I don't think he would display all of them so you can learn a bit, but not all.

How do you know his name? I've fight him twice and it hasn't displayed. Are there other tough, non boss NPCs like him?

I was milking him lately. I think he's the only named mini boss right now.

He spawns on the Hunting Path and in the Tower of Adal
