Possible Lag Switching?

Not sure where this should be posted but I just played against a player in 1v1 who seemed to be using some king of lag switch. My character was jumping all over the place despite the game registering a good connection. Not had this with any other player since starting the game.

I won't call out the user here but happy to discuss with a dev in a private message.
