Idk if it spawn randomely, like everywhere or it has specific places to be (most discovered place(s) of the naked guy). I'm kinda mad cuz i found the naked guy at the beginning of the game in Central Harbor, i didnt knew it was very rare so... yeah

He is a random spawn anywhere in the game, who is unfortunately quite rare.
