It seems nearly every time that I fight Cargal and Kilnor, after I defeat one of them, the one left standing stops doing anything offensive, and only blocks.

I have the same problem, I dont know if the circumstances are the same but in my case they appeared after i beat both of them the first 3 times (without any problems) and started the fight again. every fight after the first 3 seems to have the same problem, after bringing one of them down to around 60%, they dont block like usually but instead draw their weapon.
I recently fought these 2 again, and they didn't seem to be as broken as before. I am not sure if I got lucky, or there has been some work to fix their AI.
