I would like help getting past stagger deck stagnation

I can't unlock the moves, therefore can not alter or experiment with my deck, and am stuck in basic stagger. I've been farming the moves from Mesca and random stagger NPCs for months. They just don't seem common at all.
Hand to hand: I have one move left to learn(the top alternate). I've exhausted all NPCs that I've come across and am not getting this move.
Sword: I have about five left. I know that I will get a move or two more from the rainbow cowled NPCs in Birdcallers Outpost, but am not confident that all are here to be found.

The only places I've found Stagger NPCs to spawn are in the Tower of Adel and in Bird Caller's. Currently the Tower 's random stagger NPCs do not offer me any new moves to learn.

I have questions, because I am ign'ant:
1. Am I wrong in assuming that I have to unlock all the sequences and alternates before I can start altering my deck?
I read in another post here that all I have to do is leave stagger school where I am a disciple under Raikko and just farm levels in combat trials to start my own school or something.
2. Do I need to be in a school at all? I have been reluctant to leave the NPC school before an assumed event happpens in my schooling(like unlocking all the moves)fear of losing the style.
3. Not a question: Please list any specific areas in the gameworld you know of where the random stagger NPCs are common.

Ultimately, any advice/info is welcome; I have a void I need to fill. I would like to keep Stagger as my style rather than switch back to Windcaller and incorporate whatever stagger moves i have been able to reap.

    I just discovered NPCs with a short capes in the Tower ascension that have Stagger moves.
  • 1-Not sure I understand the question
    2-No you don't. The NPC school does not trigger any particular event. But keep in mind that if you did not permanently unlock stagger yet (by using its special moves against opponents and winning to bank the exp) you WILL lose stagger.
    3-I cannot remember where I learned all the stagger moves, but they are all obtainable via NPC. Keep in mind that same clothed NPC always use the same moves, so it's pretty easy to keep track. Also make sure you truly did learn all a given NPC can teach you, because if you skip a move, once you toured all the NPC its going to be a real pain to do the cycle again and find the moves you lack

    As for sword moves, since you mention them, outside of learning them from another player, it 's really a painfully slow process. I ended up lacking only one move, and I could'nt find it, until I met a generous player who taught it to me.

    I believe that I've already permanently unlocked stagger then; I banked the xp while successfully executing the stagger dodges in battle.

    In question 1 I am simply asking if one needs to unlock all of the original stagger moves (bare-hands and sword) that they are given upon joining Rakkio's school before they can start altering their deck. ..or does one simply need to leave the school after permanently unlocking the style to start altering their deck?

    At the moment I have finally unlocked all of the bare-hands moves and only have a few sword moves left to find.
  • You do not need to use your school deck. If you are level 60, you have 3 slots for each deck to build upon. Your school deck is in a 4 slot. Just meditate, equip deck number 1 2 or 3, and modify it to your heart content.

    oh! I was thinking that each deck slot represented each style in the game.

    Basically, if I'm understanding you correctly, I've been chasing a wild-ass goose:
    I could've been customizing my deck this whole time while maintaining stagger as my combat style simply by setting up a different deck slot to my liking.

    And deck slot 4 can not be modified. period. ...Unless you are the master of the school, that is. Even if you unlock all of the moves(bare-hands & sword) in that deck, you still won't be able to modify that deck.

    please let me know if I'm off the mark on that. And thank you again, Galoyal; you've given me some major clarity on the matter.

    Adel: The NPCs in all white with some sort of robe, also Jinn
    Tower Of Adel: the guys with the short cowls
    Birdcaller's and Hunting grounds: The NPCs with the rainbow cowls, Jinn is here as well
    Oration Q: NPCs with the big shoulder-pads and long cape.
