Spinning High Kick not registering in PVP

Me and my opponent both had this move and while we were using it against eachother it just didn't connect. It was super sad too because I had guard broken him right before mine and that's my most damaging move so I was expecting some huge chunks to fly off. His were also passing right through me. No noticeable lag, every other hit connected.

    There seems to be some weird hitbox issues. Even offline against NPCs I've done point blank jabs and they wouldn't connect around 10% of the time. They weren't even doing moves that have dodging built in, just regular attacks with no special properties.
